LSBTS: THE NEED FOR EFFECTIVE COMMUNICATION AND ACCESSIBILITY TO SAFE BLOOD IN LAGOS STATE.

The need for effective communication and accessibility to safe blood in Lagos State was the major concern of the Executive Secretary of the Lagos State Blood Transfusion Service (LSBTS), Dr Bodunrin Osikomaya during a recent Hospital Blood Transfusion Committee Stakeholders meeting that held on Tuesday 29th March 2022 at Lagos Chamber of Commerce and Industry (LCCI), Ikeja, Lagos.

In her welcome address, Dr Osikomaya reminded the participants that Blood Transfusion and other incidental Matters law (2004) established hospital-based blood transfusion advisory committee.

She further stated that the objective of the meeting was to discuss the functions of the hospital-based blood transfusion advisory committee and the inclusion of blood transfusion in the newly launched LASHM/ Ilera-Eko healthcare provider and to have interactive session on innovative ideas towards strengthening the hospital blood services.

The Executive Secretary added that the committee is under the supervision of the State Monitoring Transfusion Sub committee led by Dr S.D. Alori with the Executive Secretary as the chairperson and that the constitution of the sub-committee is as documented in the Blood Transfusion and other incidental Matters law (2004).

Dr Osikomaya highlighted the functions of the committee to include:

1. Promotion of the safe and effective use of blood and blood components

2. Evaluation of all confirmed transfusion reactions

3. Review of blood and blood product ordering practices

4. Develop maximum surgical blood order schedule for the hospital (MSBOS)

5. Blood utilization review

6. Blood shortage management

7. Review problems associated with blood collection, stock and usage

8. Review incidences associated with blood including near misses

9. Block all avenues for sharp practices in blood transfusion by effective monitoring

10. Create awareness on voluntary blood donation and develop strategies for shifting from coercive blood donation to voluntary non remunerated blood donation

11. Organize training and education of all involved in blood transfusion

12. Monitoring and evaluation of effectiveness of transfusion and the function of the committee

13. Liaising with the LSBTS by submitting monthly, work plans, reports and minutes of meeting

14 . Seek advice and communicate regularly with LSBTS as the supervisory body.

The Head of operations Lagos State Health Scheme, Dr Femi Serrano in his presentation enumerated the benefits of the scheme to the participants.

The presentation of Dr Gbenga Adebayo on “Communication and influencing skills” electrified the hall. He defined the communication cycle, barriers to effective communication and the importance of body language in communicating effectively.

Dr Alori Samuel who is the Head of Monitoring and Enforcement, Lagos State Blood Transfusion Service presented a paper on “Strengthening Hospital Blood Transfusion Service: Innovative Ideas”. The lecture led to extensive deliberations on issues such as automation in screening for transfusion Transmissible infections, the act and process of blood transfusion, data submission, increasing the number of safe blood through conversion of replacement donors to voluntary blood donors.

The 1-day event had participants drawn from representatives of a wide range of stakeholders from both private and public hospitals.
